Parental Rights - How may I terminate the rights of my daughter's father?

I am interested in terminating the rights of my daughters "dad".
My daughter is going to be 7 in October and her "dad" has never seen her
nor has attempted to see her. He is not listed on the birth certificate
nor has paternity been established. He does pay child support very
irregularly and has at least $15,000 in arrearage. Is this something
that is possible for my situation.
Answer
I believe that the only way that you will be able to terminate his rights
is if your daughter is adopted in a step parent adoption. Courts
will generally not allow the termination of parental rights of a non custodial
parent unless there is an individual to legally assume that parent's responsibilities.
