Parenting Time -Does the non custodial parent have a right to call the minor children while they are at the other parent's home?

Does the non custodial parent have a right to call the minor children while they are at the other parent's home?  Does the parenting time order need to specifically state when the non custodial parent may call?

Answer

The court's position is that a parent always has reasonable rights to telephone contact with his or her children.  That said, in order for a provision to be able to be enforced, it needs to be specific (days/times) and in a court order.
